The follow server settings are going in the GameUserSettings.ini

IceWyvern (deactivated by default)
You can choose if you want The Volcano or Ragnarok IceWyvern

Activate The Volcano IceWyvern

Activate Ragnarok IceWyvern

[TheVolcano]
RagIceWyvern=1

Baby Spawns (deactivated by default)
You can choose if you want the baby dinos or the vanilla dinos

Activate Baby Spawns
